Reconnect Dialog #1802

When the client looses connecting with the server (such as when on wireless), 
the user could refresh their browser and automatically reconnect.

However, most users don't know this, so we'll modify the dialog to let the user 
know.

The reconnect button can use javascript to trigger a browser reload of the page.
