Fix dir where Red5 can dump memory for diagnostics #1812

The HeapDumpPath for Red5 in bbb-red5 init.d script is 
/var/bigbluebutton/diagnostics/red5 which the red5 process doesn't own.

Create /usr/share/red5/diagnostics dir owned by red5.adm and modify bbb-red5 to 
use that dir.
