using allowStartStopRecording=false with autoStartRecording=true doesn't behave correctly #1848

With the combination of options

allowStartStopRecording=false&autoStartRecording=true

The recording is started automatically when the meeting is started, but 
moderators are able to click the recording button to start and stop recording.

The moderator should not be allowed to click the start/stop button with these 
options

I tried to reproduce the issue but can't.

Setting record=true, allowStartStopRecording=false, and autoStartRecording=true 
starts the recording and disables the record button so the user isn't able to 
stop/start the recording.
