Show a drag cursor (not mouse pointer) when moving the mouse over the borders of a desktop share region #1924

Currently, when the user is sharing a region, they may not realize they can 
drag around the blue box to move the region shared to a different area of the 
screen.

Enhance the cursor detection for desktop sharing applet so the mouse pointer 
changes to drag pointer when the user moves the mouse over the sides of the 
blue box.
