autoStart="true" for webcam overrides Lock settings #1939

On my server i prefer to use autoStart="true" in the "VideoconfModule" module,  
in the config.xml.
problem is when i define "lock" webcam's in the lock viewers window, students 
are still able to start their webcam upon entering the session.
