"Apply Current Layout to All Viewers" does not work

Hello,

"Apply Current Layout to All Viewers" does not work on BBB 0.9 with the latest 
updates. It seems as if BBB just ignored any clicks on this button.

Hi Stanislav,

There are two types of users in BigBlueButton: moderators and viewers.  The 
apply layout changes only applies to viewers.

If you test while logged in as both a moderator and viewer you'll see the 
layout changes applied to viewers.  An easy way to test is this page

Hm.. We are all moderators and it was possible in 0.8x. Is it configurable?

We've changed the design so only viewers get updated.  You could probably 
modify the client to include all users.  For setting up a development 
environment, see

  http://docs.bigbluebutton.org/dev/setup.html
