Still working on Hollins Mill Park pump, so will get to this after

Still broken when checked fairly recently. Not focusing on this right now because Hollins Mill pump is still in progress.

Informed Brian Glass of issue in responding to an email about another bike pump:

Thank you! FYI, I believe the one in the awareness garden by Nomad Coffee and the one by the Riverwalk parking lot are also broken. Please submit issues for those pumps as well.
