Emailed Josh Moore GLTC manager:
Good afternoon. I rode bus 3A the other day and finally realized what's producing much of the noise when the bus goes over bumps or rough pavement. It's the metal locker behind the bus driver's seat. I believe the bus I rode was 2002, but the issue is present on most if not all Gillig buses in the fleet. The fix for this is probably some inexpensive bumpers/pads, and fixing the issue would make riding the bus noticeably more pleasant. Would you be willing to meet at the transfer station or maintenance facility next week to take a look with me and determine if there's a quick fix? Thank you in advance for your time.
Had a meeting with Josh Moore the other day where we talked about this issue. He said maintenance folks had identified the rattling as an issue a few months ago, but maintenance shop is very busy right now maintaining some buses that are beyond their service life of 12 years. These buses are getting replaced in July or August with new buses, so maintenance load should go down. Will ride a lot of different buses in October 2024 and ensure issue gets resolved.
Right now GLTC has 32 fixed route buses. After late summer replacement, they will retire 12 buses and gain 9 new buses, leaving them with 29 fixed-route buses.
We should make a table of these 29 buses to ensure they are all repaired.
Still waiting on new buses to arrive and replace old buses
Made task to update inventory of buses and systematically ride them all
admittedly this is too big of a ticket
According to @TimMagee spokesperson in GLTC Rider Improvement Committee said all the new buses are broken and waiting on warranty repair, so are not in operation. Will re-index in a few months once new buses are put back in service.

The noise may be coming from the locker door, or from shelves inside the locker. Need to take a look with a GLTC/Transdev employee to determine exact cause.
This picture is not of a GLTC bus but the black cabinet on the right is similar to what is in Gillig GLTC buses:
