Reorganizing the information in for authors #10

I've shortened the for_authors.md for the main web page, and redirected the information to a github pages site associated with the livecomsjournal GitHub repository (https://livecomsjournal.github.io). This information could eventually be moved into an article on https://www.livecomsjournal.org, or moved onto that site as subpages later.
