Link to bylaws from information on website #53

Now that https://github.com/livecomsjournal/livecomsjournal.github.io/pull/86 is merged we should link to the bylaws from the website.

Marking as closed; I don't see a reason to link directly to bylaws from the livecomsjournal.org website and it already links to the github.io site which has an "Editorial policies" page linking to bylaws.
