Although I'm realizing that (This is beyond the scope if this commit, since it was in before) we may need to clarify the amount of work required for keeping the minutes. Maybe they are just in charge of making sure the minutes ARE recorded, and we spread out the work. @dwsideriusNIST, do you want to comment?
I would prefer operational ambiguity. That way, the secretary can delegate work to keep the workload from getting too high, provided that the secretary is still ultimately responsible for the minutes.
Plus, a future secretary may want to work differently, provided the end result is a reliable record of the editorial board's business.
As mentioned earlier, allow three months to replace a board member, and note that the recording secretary will track terms
