Remove "About" page from here; reduce redundancy with livecomsjournal.org #136

Per discussion https://github.com/livecomsjournal/journal_information/pull/61 and https://github.com/livecomsjournal/journal_information/issues/1#issuecomment-351789242 we should remove the "About" page from here; it's confusing to have an "About" page on the github.io site AND the main site.

Instead, "About" on this site should just link to http://www.livecomsjournal.org/about

Now the About page in both places is not the same; the Github.io site has additional information. If we retain it perhaps we should rename it; maybe "Additional info" and strip out the redundant content. @mrshirts ?

I would vote for one about page linked from the home page. If the github.io has more info, let's just use that.

Ah, you mean they are linking to the main github.io page, and not the author policies specifically. I can fix that.

There two pages have different information. Perhaps submit a PR on what you think should be merged? Perhaps we just change the name of the github.io page, as it has a lot of more in depth information about Livecoms?

FYI I didn't propose removing the github.io About page because it seems to be hard-coded into the file tree. But we could remove it.
