Bylaw change for associate editor role #157

Proposed text for changes discussed in Editorial Board meeting for enhanced role of associate editors

Content-wise it is perfect. I have just some typo's and minor considerations:

File: 01_bylaws.md line 36: assign all manuscripts to Associate Editors Are you it should be ‘all’ manuscripts? Maybe they want to handle some themselves? See also line 27 of the editor instructions.

File: 02_editor_instructions.md line 14: to and Associate Editor -> to an Associate Editor line 15: the author proceeds with article preparation and ultimately submit -> the author proceeds […] and ultimately submits line 16: and then assigns it -> and assigns it line 20: Assuming the subject matter proposed in the is within the scope -> Assuming the subject matter proposed in the presubmission letter is within the scope line 20: of the LiveCoMS -> of LiveCoMS (or: of the Journal) line 20: to and Associate Editor -> to an Associate Editor line 20: letter, being -> letter, or being line 20: Instrutions for the presubmission letter -> Instructions for the presubmission letter line 27: I think that here the addition ‘Usually, this will be the Associate Editor who handled the presubmission letter.’ is not necessary, as it is also about the presubmission letter itself line 28: delegate final decision -> delegate the final decision

Dan is OK with the changes proposed, so will just need to make that change, and then merge in the bylaws (vote passed) and additional description here (with resolved changes).
