Moving Delta LIPs to Last Call

A few of the LIPs contain links to a spike branch and have a title "Working spike implementation" under the "Implementation" section.

Reminder to update the link and the title when there is a fixed commit prior to moving to the Proposed status. cc @dob @victorges

@yondonfu I think this might be because this PR branch wasn't rebased on the merged #94 changes. I checked the version on master and couldn't find any references to the spike, at least on the ending sections.

I can double check on the computer later looking for any "spike" references or the spike PR number, otherwise lmk if you confirm this was the issue.
