Add lip sync pipeline [LPT] #23

For one of the startup participants we need a lip sync pipeline they want to use for their app. There is no ready to use hugginface pipeline so we should create a custom one. There are several lip sync models available:

Hey @ramishj. No these are test bounties. We are planning to build that pipeline and might consider it as a bounty. We are planning to release the first bounties tomorrow 🚀.
