Tracking the high level goal of getting 24/7 content flowing through the branded Livepeer TV portal.

Current blocking issues have to do with testnet stability and memory leak issues on the Livepeer gateway node.

Further to the resolution of the issue with stored segments not getting deleted, I think we can now claim to be 24/7.
