as a user I want to define my ingest parameters to match my encoder capabilities #63

first version of this will only be rtmp push what is currently already in lpms

later we might extend to rtmp pull srt push srt pull and file based ingests

so this is a kind of a placeholder for the api so we dont have to add this api endpoint later
