ci: Update remote docker version #401

Side note: Not sure how remote docker is used actually so should double check if it is needed.

The current remote Docker verison used in the CircleCI config will be deprecated on 10/26/20. This will increase the average provisioning time.

From the CircleCI team:

If you’re using a remote Docker image, we suggest specifying a Docker version from v19.03.0 or newer. The list of supported versions can also be found in CircleCI Docs.
