V0.3.0 guides #169

This PR updates all guides requiring updates (rather than entire re-writes) to update syntax to use render components.

This PR uses feature flags for livebook guides. Docs need to be generated with LIVEBOOKS_ENABLED=true to be included in the online documentation.
