biocache hub for data hub not running because cas is missing configuration

Issue

Generator Information:

• Operating System where you are using the generator: ubuntu 18.04
• node version: 16.15.1
• npm version: 8.11.0

Deployment issues

If the generated inventories failed to deploy, give us details of:

• your number of VM instances
• operating system and version
• other related relevant information

Problem description:

• Expected behavior and what happened instead: ¹ records application is not running. ala-hub.log shows error of missing config for cas
• Logs. If logs are very long, attach them in .zip file or use a paste service: ¹

At the end this was a config location issue https://github.com/AtlasOfLivingAustralia/documentation/wiki/Data-Hub#location-of-configurations.

But @naamaarkin discovered that the local-extras doesn't have precedence over the others inventories in the hub, so this should be fixed.
