重复一下，主动发送问题

前面已经有人提到过主动发送的问题，有人给出了一个连接��
�析，但是现在打不开该连接，希望能贴出来，还希望能给出�
��方的接口，好方便以后的跟进更新。

用一个间接的方法。 
写一个工具，这个工具连接到 chat server 
上，发送一条特殊的协议指令，这个指令用于广播信息。

请使用 Dispatcher 这个模型，可以支持主动发送的功能。
在 hahs 和 lf 
两个模型中，用上面提到的方法来支持比较自然。
