request: limit bandwidth

What steps will reproduce the problem?
1. my son :-D he takes the whole upload bandwidth when he skypes with hd cam

What is the expected output? What do you see instead?
limit internet bandwidth to connected computers or at least wifi bands

What version of the product are you using? On what operating system?

Please describe the problem as detailed as it's possible.
i would like to upload files while he skypes
same with download, when he downloads updates for his games nobody else can 
download anything

Try setting up QoS, the only downside is that you have to disable HWNAT.

I had a similar issue with my new MacBook trying to do 720p video at about 
0.5MiB/s upload on Skype (with a 100mbit internet connection) I reduced the 
speed on the machine itself.
Here's a blog post I did about the issue: http://blog.duklabs.com/?p=243
(Including both Mac and PC options, though the PC program NetLimiter costs 
money I believe.)  You can use this method to limit other connections like game 
downloads too.
Otherwise, for a router issue, what Kitch said, use QoS :)
