Include badblocks for fsck #1192

Right now, the external HDD cannot be checked for bad blocks because the 
program is missing.

Using entware is not an option because the external HDD needs to be unmounted 
before the check can be done.

So please include badblocks in the router image.

No, I'm using ext(4).

See fsck option -c.
Currently the bad blocks check fails with something like:
sh: badblocks: Command not found.
