Have you enabled such options as IGMP/MLD Snooping? Have you tried to change
Multicast Rate?

Thanks for your response. :) No, I haven't. I didn't want to mess around with
anything I didn't understand.. Which goes for a lot of the settings/options
offered. I don't want to limit all network traffic, just the bandwidth
available to my Chromecast to stop it from using so much data. If I could limit
the traffic to something like 1.5mbps just for the Chromecast and leave the
rest of the network as is that would be ideal.

Head over to LAN, then to the IPTV-tab.
Under "Network storm constraint on Ethernet Ports" you can limit certain
bandwidth/configure storm control.
Start by setting a low value on Multicast Storm Control.

Won't that limit the entire network to whatever value I put?

It's the global value for multicast, yes. It should not affect your overall
network performance.
