Default Cast Information (Bearform and Summon Spirit Bear) #8

Problem:
Syllabear's Summon Spirit Bear is cast only once in the beginnning. it is only 
cast again when the Bear is dead. 

Bearform is only cast when Syllabear's is level 15 or 16. And he stays in that 
form for most of the time after that.

How to go about writing the data for the Default Cast Information for these two 
spells, as they are not dependent on the enemy count, ally count or HP 
conditions.
