Encoders not working #2

Hi, Encoders not working. I use Arduino Leonardo. When I test encoder with Windows Gaming Controller settings, buttons are OK. But nothing happen with encoders.

Just when I plug/unplug the +5V of left/right encoder, the X/Y axis increment of +1

Yes. I have rewrite code.
