Adds a new traitor item, available only to cargo techs and quartermasters: the suspicious letter opener! This ominous red-and-black-handled letter opener reminds you exactly who you are: a hardened criminal, ready to do hardened crimes! And what crime is more hardened than a crime against the postal service?
Which is to say, it's a 1-TC letter opener that lets you steal people's mail. The vast majority of the time, this will just mean stealing a bit of money or a dubiously-useful item, but occasionally you might hit the jackpot with something weird or rare. It takes time to open things and doing so leaves a mess on the floor - though the mess is indistinguishable from that an unwrapped package creates. Don't ask why a knife leaves a bigger mess than your bare hands.
The letter opener is also a type of knife with 15 force, a small wound bonus on unarmored body parts, and the ability to inflict puncture wounds. It's weak compared to other traitor weapons, but it is cheap!

Why It's Good For The Game
Right now, the cargo department is sorely lacking in unique traitor gear. What better way to rectify that than to let cargo personnel commit a crime against the federal government? It's more flavorful than particularly good, but I think it's funny. Besides, you might luck out and steal some flashbangs from the warden or something.
The balance on this item needs to be tested, since the mail system was not made with mail theft in mind, but if people like it I may send this upstream later.
