Adds the rat queen, finally (plus two variants)

About The Pull Request

This PR finally adds the fabled, oft-requested "rat queen" sprite as a selectable skin for the royal rat. It also adds two variants of that sprite, one being a clothed, circus ringmaster-esque take on the sprite (which was included in the tgstation PR without being noted), and the other being a chunkier edit of the sprite that I made a little while back because I think it's good when a rat is fat.

These skins can only be picked by a player - the royal rat won't spawn with them in the wild, because I thought they were a tad too anthropomorphic to belong to a mindless mob.

also all royal rats waddle around when they walk, and seeing the rat queen do this made me howl with laughter
