Cyborgification and Pacification Surgery X-Cards #602

About The Pull Request

This PR adds two new x-cards as a potential solution to #571.

As with all x-cards you can see their effects on examine text, with cyborgification appearing on examine tests for the brain itself and if the brain is placed in an MMI machine. These should not affect roundstart silicons or positronic brains.

If the malf AI buys the transformer and you have this quirk you will get gibbed instead of turning into a cyborg.

For the pacification one, you simply can not have the surgery done to you.

Why It's Good For The Game

These are primarily fueled by the desire to make it so that if people do not have these x-cards equipped, and they are a captured antagonist, these options are on the table instead of being no one ever turning someone into an MMI or pax surgerying them. These X-cards for the most part do not have an inherent mechanical drawback, they do not need it, but it should be understood that without an active security force on the station picking both of these x-cards means that the crew will not have much recourse but to kill you.

it does now and should from all future source of brain transferral
