This PR adds a new, rarer version of lone operative that can spawn in with some adjusted parameters and that takes advantage of the fact that the Clown Operative Uplink does not have dangerous guns and mostly just explosives and funny items to have what i call the Lone Clown Operative.
The Lone Clown Operative's goal is not to nuke the station as, without a Clown Base of Operation and a Clown Nuke, the Lone Clown Operative instead desires to break the spirits of the crew by placing three clown bomb beacons whereever they think would be most annoying.
They have a unique modsuit that gives them the powers of waddling, honking a bike horn, as well as all of the things in the normal lone op.
Why It's Good For The Game
I can finally make good on my threat of making clown ops real by spawning in a Lone Clown Operative and we can see all of their Funny Clown Operative Items.
