In this PR:

Rearranges the garden a bit
Makes the cryo wonderland's fake snow tiles non extremely cold and low pressure.
The library's stair is no longer extremely steep (though might be rather awkward)
Adds and updates a large amount of decals! Wow!
Removes free fireworks from maintenance
