Biodome

Increased the number of guaranteed heaters by a couple, but not much.
Greatly increased the number of atmos device spawners
Greatly increased the number of crate spawners
Greatly increased the number of PACMANs
Rearranged bits of maintenance.
Added one more maintenance air canister, and moved some of the existing ones near doors.
AIs start with a full SMES, as they are supposed to be.
Adds a missing ID console to the bridge, replaces the mining shuttle console with it.

I realized I have not checked the Grav Gen and TCOMMS SMESes, so I am drafting this until I can fix this in the evening.

I have updated the SMESes for the gravgen and telecomms.

Had to rerun CI because this branch does not have "Don't spawn cockroaches in space on the other side of the wall" yet.
