Migrate to REE #77

The app is starting to slow down, to preserve server resources (and hopefully speed things up a bit), redeploy on REE instead of standard Ruby

Sprinkle scripts updated to provision an REE box, also latest versions of Passenger, Rails 2.3.x and Rubygems
