Add a basic scripting framework

Use Python as the scripting framework

• add a python interpretor
• add an ability to select load python files
• add ability to run the loaded python scripts
• add ability to install a script on the menu
• add ability to save the script and load into menuing system on startup
• add ability to edit saved scripts
• add ability to delete scripts

the baseline is more or less complete. Will disable for now until I have more to integrate
