Clinics of other hospitals shown #85

I created account and Ministry of health, Then registered myself as new registrant.

But when I try to enroll in a clinic, even the HLC Balapitiya is shown ? Is it normal behavior ???

All the institute's under you are shown as you are a system administrator. But can change that behaviour.
