add DecCatch<-FALSE #220

/modelParameters/stockParameters/pollock.R and yellowtailflounderGB.R are missing DecCatch.

This this PR adds those and sets to FALSE. I don't know if they should be set to FALSE for everyone, I just copied what was in the other stockParameters files.
