haddockGB catch well above ACL #241

haddock GB catch is well above the ACL. There's no reason for this to happen.

It is not getting the non-modeled fleet wrong. Tested this out and I'm properly picking up the ACL from stock[[i]]$ACL and then multiplying that by the historical fraction caught by the sector fleet to get the sectorACL.

This actually looks like 'edge' behavior in combination with very small ACLs.
