yellowtailGB parameters #296

Moving the goalposts on yellowtailGB again: the simulation model is starting GB yellowtail in 2020 at around 14,000mt. According to the the 2022 assessment update, that's about 7 times too high. Do you think there's a way we can adjust the starting parameters to start the biomass at a lower level?

@mle2718 a reminder that if this get modified, I will need to look at the simulated trawl survey index over the 2010-2015 time period and adjust it to match the actuals.
