Relabel "Commercial" column to "DirectedFishery" #307

The Early Groundfish quota monitoring documents labeled this column "Commercial Groundfish." This was inaccurate, because it included landings from the sector, common pool, and Recreational fisheries. Recreational is clearly not Commercial.
