read emissions from csv

Add the ability to read emissions inputs from a CSV file assuming latitude and longitude points.

• [ ] Add a template CSV file to the templates folder
• [ ] Add an input data function to the emissions object
• [ ] Return a copy of the emissions shapefile or a map of emissions?
