enable the ability to search for tasks.json upstream from workspace folders when having multiple projects #47

This maybe something that is limited due to vscode also not pickup up these tasks when in this configuration but it would be nice if this extension could do it in a similar way it picks up when searching for bash/python/powershell/etc.
