Tactician + Conspirator bug

What steps will reproduce the problem?
1.Play Tactician.
2.On the next-turn play a second action card and play Conspirator.
3.+1 card +1 action doesn't trigger from Conspirator.

What is the expected output? What do you see instead?
+1 card +1 action benefit from Conspirator should trigger.

What version of the product are you using? On what operating system?
Dark Ages last build version (r680). Android.

Please provide any additional information below.
I think Tactician next-turn count as an action card played and Conspirator 
doesn't count it as an action played card.

That is the correct behavior. Conspirator counts actions that were played this 
turn. Your Tactician is in play, but it was not played in this turn, so it does 
not count.

Comment 1 is correct.  Duration cards from a previous turn do not count as 
cards "played" this turn.  This was actually fixed to the way it is now in 
issue 251.
