Highway + Rogue allows for trashing of incorrectly valued cards #520

What steps will reproduce the problem?
1. Start a game with Highway and Rogue
2. Play Highway
3. Play Rogue with no cards between 3-6 in the trash.

What is the expected output? What do you see instead?

 I would expect the AI not to be able to choose to trash a Silver or any other card that would normally cost 3.  
 The AI is able to trash a card that due to Highway being in play only cost 2.  

What version of the product are you using? On what operating system?

Version: 4.01
OS: 4.2.1

Please provide any additional information below.

 There was a Workshop (normal cost 3) in the trash when I played the Rogue (after highway) and it didn't give the to pick up the Workshop so I would expect that the AI should not have had the option to trash a Silver.
 Also I haven't tested what happens if the AI plays this on the human player.  

I think this is only a bug on the AI side.

Same issue with Knights. Saboteur and Swindler seem to work correctly though.
