Task

outsource spawn file in configuration file
load spawns from navigation
consider spawn configurations for other towns

Goal

have a configuration file for spawn points

Status for PAF meeting 10-03-2022: there are spawn point is place that need yet to be tested. there are issues with dynamically loading the town from the rosparam settings, so this needs to be investigated.
