Address dangling TODOs #75

Tasks:

remove unnecessary comments, rather comment by expressive code
loop over TODOs and try to address as many as possible
consider bigger change requests as possible issues for an upcoming sprint

Goal:

remove all TODOs from the linter warning list
when encountering TODOs, get feedback from team members instead of putting out tons of TODOs

General advice: TODOs that actually make it into the Git history are probably bad ideas because the author didn't implement them in the first place
