Implement Emergency mode to handle total destruction #168

If we are in a situation where noone is moving, we need to act to make sure we aren't staying in this deadlock

[x] Use a timer that checks if we are in a deadlock situation
[x] Override every action if we see a deadlock
[x] Drive backwards, wait, drive forwards, continue with plan
[x] Make sure that the "handling" is not fired when it should not
