Permissionless Factory Cleanup

Here is a list of to-do's to address after merging all the PRs that make up the permissionless factory refactor:

• [x] Refactor core and policy config to use less memory
• [x] Create _computePermissionId internal function in utils
• [x] Add check that precomputed bootstrap strategy was authorized after strategies are deployed
• [x] Replace config.deployer in policy salt with 0 and remove deployer param from LlamaCoreInitializationConfig struct
• [x] Remove llamaCount from factory
• [x] Add caller/msg.sender to the LlamaInstanceCreated event
• [x] Should we refactor color and logo to config? (We decided no)
• [x] Move metadata tests to separate test file
• [x] Should we rename root instance in tests? (I left a comment in test setup instead of making this change)
