The Problem:
Google Play credit cannot be used to purchase subscription items.
Why is this a problem:
Developers are not able to purchase from their own apps and are encouraged to create test accounts. It makes more sense to buy Google Play credit for each test account instead of connecting the same credit card to multiple test accounts. I'm guessing that using Google Play credit is not allowed because "Google Play always bills the same form of payment ... that was originally used to purchase the subscription," but that would most likely be an issue that will have to be addressed eventually anyway.
Solution:
Allow Google Play credit to be used for purchasing in app subscriptions. This is most likely increase Google Play credit sales as well since developers will be able to use the credit during development.
