it concatenate files with names '1xAllWISE' or '12xAllWISE' or whatever, that are in a folder 'project', and then saves the result in 'project/ALL.dat'

Discussing cut of 0.5 in stellarity parameter to separate stars (>0.5) from galaxies (<0.5). Need to consult higher authority here.
