Seperating header from app.scss to header.scss #10

To improve readability, I will seperate header from the app.scss

Web.dev team are working on the next generation conversion project at web.dev. I will postpone this issue for a while to make changes based on this project.

Early this month, web.dev team merged there branch to master. So, I can review their code to update my site.

In this issue, I'm going to change my header style code.

[x] Make directory src/lib/components
[x] Make directories like header, footer, sidenav, etc.
[x] Make files like action.js, store.js
[x] In case of store.js: import 'unistore'
[x] In case of store.js: make util/meta.js
[x] In case of store.js: figure out what's webdev_config
[x] In case of action.js: firebase stuff are excluded because I've not yet decided whether to use it.
[x] Install rollup
[x] Write build.js using rollup as simplest way
